El capitalismo informal y la reproducción de la marginalidad

Abstract

The COVID-19 pandemic could not generate transcendental changes in the world order, but it manifests the fragility of the consensus about the free market prevailing in many countries since de 90s. Peru can be an illustrative case of that world reality. In Peru, the economic reforms from 30 years ago meant a turn to the market economy and motivated the emergency of the popular capitalism, but this was implemented without a reinforcement of economic and political institutions. That way it generates the picture of a middle-class country, but the pandemic and the containment measures have revealed that this was a fragile and precarious reality. The recognition of this precariousness and its causes might be the expected effect of the pandemic, and, at best, it might lead to a recovery of the notion of the common benefit.
